Village board approves two bartender permit applications after background checks

The Village of Hartland board approved two bartender permit applications on Jan. 13: Courtney Smith and Shelly DuPra (surname spelled in the record variously as DePruis/DuPra/Dupra). Staff said Courtney Smith is a new applicant; the police department’s background check showed one August 2023 arrest related to a domestic dispute where impairment may have been a factor but the police chief recommended approval.
Shelly DuPra’s application had been before the board previously (June 10, 2024). At that time the chief recommended a 12-month waiting period because DuPra has three OWI convictions, the most recent in 2022. The transcript records that the chief and board discussed a prior suggestion to check back at six months; staff said no new disqualifying entries had arisen and the chief again recommended approval. Trustees moved and seconded both approvals and the motions carried.
Applicants spoke briefly at the meeting. Courtney Smith identified current bartending locations in Pewaukee and Curley’s Waterfront; trustees voted to approve both applicants’ permits.
