Hillsborough County sets 6% DMDWBE participation goal for IFB 25‑0015; MBE1 form and letters of intent required

Hillsborough County’s economic development office reiterated diversity participation requirements for bidders on IFB 25-0015, the medical examiner morgue cooler replacement.
D'Shaun Hines, the MBE goal compliance officer in the county’s MBE/SBE programs, said there is “a 6% goal on this project for the DMDWBE participation.” He instructed bidders to confirm that any firms listed as meeting the goal are currently Hillsborough County DMDWBE certified and to list all certified firms that will count toward the goal on the MBE1 form.
Hines explained that required documentation includes the MBE1 form, letters of intent or subcontractor agreements for every MBE firm named on the MBE1, and good-faith-effort documentation if a bidder does not meet the stated goal. He cautioned that failure to complete and submit required documentation may result in bid rejection and said reciprocity with other government certifications is allowed only if those firms are not on the county’s list of graduated or denied reciprocals and are certified with a city, county or state of Florida municipality.
Hines also clarified that if a certified Hillsborough County MBE firm acts as a prime contractor on the project, that participation does not count toward the DMDWBE goal because the firm would be operating under prime-contractor policies.
