Balm West urban service expansion and map amendment found consistent by Planning Commission

The applicant argued the county’s newly adopted comprehensive plan language provides for consideration of unique circumstances for noncontiguous USA expansions and highlighted built infrastructure and entitlement status.
Cammy Corbett for the applicant reiterated that the properties already have zoning approvals, utilities are in place or constructed and that the county’s publicly initiated USA expansion covering the broader geography (under separate staff work) supports the same policy direction. Calvin Turner, an adjacent property owner, raised concerns about potential contamination of shallow wells and asked whether safeguards would be required; applicant counsel said details about drainage and site‑level protections would be handled during the rezoning and site plan process and offered to meet with affected neighbors.
After brief discussion, the commission voted to find both the text amendment (HCCPA 24‑37) and the map amendment (HCCPA 24‑38) consistent with the comprehensive plan, citing Policy 1.1.9 and Policy 2.1; both motions carried unanimously. The items will move to the Board of County Commissioners for final action. Agency comments identified standard utility, transportation and wetlands considerations to be addressed in subsequent reviews.
