Oak Harbor marina staff report transit service return, maintenance updates and operations concerns

City staff updated the Oak Harbor Marina Advisory Commission on Jan. 13 about operations, community outreach and short‑term projects, reporting an on‑demand island‑transit service reinstated for the marina, progress on dock concrete repairs and ongoing dredging sampling and permitting.
Chris said island transit has reestablished an on‑demand stop for the marina; staff will determine pick‑up and transfer locations in coordination with transit and Main Street staff. Commissioners welcomed the transit development as a way to encourage public use and events at the marina.
Staff reported that a concrete patch on B‑dock installed by maintenance staff appears to be holding up through the winter and that more testing over the season will guide additional repairs. Staff also said dredging sampling and permit work continue; additional samples combining shallow and deep sediments will inform disposal options.
Commissioners raised operational concerns: occupancy is running about 78% (staff said this is down a few percentage points from last year), and some tenants are seeking alternatives amid uncertainty about marina long‑term plans. Staff said overall revenue remains comparable to last year because of recent rate increases, but declining occupancy is a concern.
Commissioners also discussed several short‑term project ideas staff could prioritize through the newly formed short‑term subcommittee: purchasing dock carts, installing additional power pedestals, and adjusting fuel pricing. One commissioner described fuel margins and asked staff to review the pricing formula; staff replied that the city’s master fee schedule (currently under Council review) and its pricing formulas control fuel pricing and that any formula changes would require council action. Staff noted the master fee schedule is being updated and under council consideration later in the month.
Finally, staff previewed community events tied to the marina: the city expects a coho fingerling release event in the coming weeks and will share the date when finalized; staff also described earlier efforts to host more marina events to engage the community and build support for long‑term projects.
