Council approves appointments, soccer program contracts and zoning updates; schedules multiple second readings for Jan. 28

Appointments and committee business: The council approved resolutions appointing Evan Gonzales and Barbara Hernandez to the Board of Commissioners for the Hialeah Housing Authority for four-year terms beginning Jan. 14, 2025 and ending Jan. 14, 2029. The council also appointed the named candidate to the Veterans Affairs Committee for a two-year term starting Jan. 14, 2025.
Youth soccer contracts and resident protections: On consent the council accepted responses to RFP 202324313-036028 for youth soccer program management and awarded seasonal site contracts to multiple providers for an initial three-year term with two one-year renewal options. The awards listed in the consent item included Mylander Park Development and Scouting LLC (Mylander Park), Atletico de Madrid Academia (Golett Park), Hialeah City Football Club LLC (Senator Roberto Casas Park), PV International Sports Kids LLC (Southeast Park) and subject to availability Mylander Park Soccer Cage LLC. Purchasing staff told the council the RFP requires that 75% of enrolled participants be Hialeah residents and establishes a capped recreation pricing tier for residents at $55 for a season (approximately a 10-week season) covering uniforms, playoffs and trophies; higher-priced private/travel options are allowed for non-recreational offerings.
Public concerns and staff response: Several public commenters urged the council to ensure that contracted providers prioritize resident access and to earmark revenue or contract terms to restore or expand low-cost resident programs at busy city parks. A resident asked that proceeds generated by renting fields to outside groups be used to guarantee at least one resident-focused program per park. Purchasing staff responded that the RFP includes the 75% resident-enrollment requirement and the two-tier pricing structure to protect access for local families.
High Line survey and other administrative approvals: The council waived competitive bidding and authorized a purchase order to Johnny Barra & Associates, Inc. for surveying and mapping services related to the High Line Improvement Project in an amount not to exceed $76,940.
Zoning and planning items: The council advanced several planning and zoning changes in first reading or approved second readings without public opposition. Notable items forwarded to second reading and public hearing on Jan. 28, 2025 include amendments to the neighborhood business district (zoning article updates to streamline design standards, unit sizes and parking), updates to parking requirements, and two final plats (Lane Lane and Lago Vista) that the council approved on second reading.
Votes and next steps: Most consent and administrative items passed by roll call; items scheduled for second reading will return to the Jan. 28, 2025 meeting for public hearing and final action.
