Staff reports 60% facility submittal review, reservoir mixer fault and maintenance shortfalls

Public Works staff said the facilities rehabilitation 60% submittal is under review, the orchard reservoir mixer installed recently is not functioning and the distribution crew fell short of some preventative maintenance targets due to staffing and PTO changes.
Public Works staff updated the Board that the 60% plant design submittal for the facilities rehabilitation project is under in-house review and that early indications show costs similar to the 30% submittal. Staff said reviewers will meet the consultant to consolidate comments and that now is the time to make design changes.
Staff also reported that an orchard reservoir mixer recently installed is not operating. The unit ran for about an hour after installation but later faulted; staff said fault codes suggest a ground-fault type error and that the vendor will diagnose the unit on top of the reservoir. The presenter said the contractor expects to be able to lift the mixer out through the top of the reservoir for inspection without emptying the tank.
On distribution operations, staff cited a Dec. 19 water-main break that created a large excavation. The presentation also noted that preventative-maintenance targets were not fully met this year "partly" because new operators require a buddy system during training and because expanded paid-time-off use reduced available maintenance hours. Staff said they will adjust schedules to meet goals going forward.
