Commission approves infrastructure contracts, grants, licenses and labor agreement; consent agenda passed

Sandusky City Commissioners approved a consent agenda containing license transfers, grants, multiple capital projects and eleven individual ordinances/resolutions including contracts for pathway construction, road and storm projects, HVAC work and a police collective bargaining agreement.
At its meeting, the Sandusky City Commission approved a consent agenda and then passed a series of ordinances and resolutions covering infrastructure projects, contract awards, licensing transfers and a police collective bargaining agreement.
Key actions passed on unanimous or roll-call votes included:
- Contract award to Mark Haines Construction for the Erie Sandusky Bay Pathway project, Hemminger Ditch to Cedar Point Drive (ordinance presented as Item 1). The engineer’s estimate was cited at about $5.5 million and staff announced the award was under $5,000,000.
- Resolutions directing the city to advertise for bids on East Perkins Ave resurfacing (Item 2), Venice Road relief storm sewer (Item 3), Market and Warren Street reconstruction (Item 4) and Camp Street resurfacing and reconstruction (Item 5). Staff described the Venice Road relief sewer as a targeted, lower-cost relief line to reduce flooding in the over/under sewer area.
- Contracts and purchases including HVAC replacement at the Amtrak station and transit garage (Item 6), SCADA supervisory control improvements at the Cedar Point pump station (Item 7), asbestos abatement and demolition at 937 W. Washington St. (Item 8), and authorization to repeal a 2020 purchase agreement for two lots at Franklin and East Market Streets (Item 9).
- Refuse and recycling collection contracts with Rumpke of Ohio for city properties and the city’s drop-off location for the March 1, 2025–Feb. 28, 2026 term (Items 10 and 11); staff said competitive bids were received and that the city expects some operational changes to recycling collection.
- Ratification of a collective bargaining agreement between the city and the Fraternal Order of Police covering Jan. 1, 2025–Dec. 31, 2027 (final ordinance). Commissioners praised staff coordination in negotiating the agreement.
The consent agenda also included liquor-license transfers (items A and B), the 2025 appropriation budget, Kronos software renewal, an amendment to the city’s programmatic agreement with the Ohio Historic Preservation Office, EPA clean-water grant acceptance for MacArthur Park improvement, property easements for East Perkins and Camp/West Forest projects, and several 2025 consulting contracts for the building department. The commission approved the consent agenda by roll call with no objection.
Votes: motions to adopt ordinances and resolutions were carried by roll-call votes recorded in the minutes; several items were adopted under suspension of the rules with immediate effect under Section 14 of the city charter.
