Aaron Blair, chief planner for the city, presented a public hearing on a requested zone map amendment for parcels at 1531–1535 First Street, properties operated as Sunrise Marina. Blair said the applicant seeks rezoning from general manufacturing to commercial recreation to permit seasonal RV sites for marina users.
Blair told the commission the Planning Commission unanimously approved the rezoning and a “similar main use” application; he said the Planning Commission’s approval was contingent on the zone change passing before the similar main use could be authorized. Blair said the change would align the property with neighboring commercial recreation zoning.
Members of the public asked whether rezoning could permit transient-rental trailers or allow owners to rent RVs as short-term lodging. Tim Schwanger asked whether the city has measures to prevent seasonal RV spaces from becoming daily transient rentals; Blair replied that commercial recreation is a district where transient rental is permitted but that transient rentals typically require structures and a separate approval process. Blair said the landowner told staff the planned RV sites will be seasonal marina-guest spaces rather than transient commercial rentals.
Commissioner Murray and other speakers urged protections for public waterfront vistas and discouraged berms or solid fences that would block public views of Sandusky Bay.
The rezoning application was listed as item F on the consent agenda and was included in the motion to approve the consent agenda. The commission approved the consent agenda by roll call with no objection; the record shows the consent agenda passed.
