Council discusses event-permit lead times, approves three 2025 parade permits with conditions

City staff said the council had previously asked for Fun Fest-related applications to be presented at the January meeting so property owners and staff would have early notice. Staff noted that when park shelters and campsites open for reservation on Jan. 1, having event dates locked before that date helps avoid conflicting reservations. Council members asked whether a fixed lead time (for example, six months before an event) would be more equitable than a January meeting deadline; staff and the police chief said earlier notice helps with resource planning and staffing for large events.
The council approved three parade permits for 2025 with conditions: St. Patrick’s Day (Monday, March 17; staff and the public-safety committee had recommended a 5 p.m. start for weekday occurrences), Fun Fest parade (Sunday, July 13 at noon) and Hometown Holidays (Thursday, Dec. 4 at 6 p.m.). Conditions attached to the permits require payment of permit fees and certificates of insurance before issuance; permit holders must notify affected residents and businesses and meet with city staff and the chamber to review Hometown Holiday planning and any potential route or staging changes. The police chief emphasized that parade participants are prohibited from consuming alcohol while participating and that businesses on an approved parade route may apply for a limited extension of premise for customers only during the permitted window (one hour before the parade until one hour after it ends).
Staff said the chamber has been asked to meet neighbors and collect signatures for street closures; staff expects additional Fun Fest materials (carnival street-closure paperwork and outdoor music permits) to be provided in March and will bring completed applications to council for final approvals.
