Commission approves administrative delegation for routine sign permits, retains comprehensive sign plan review at commission

The Planning Commission approved changes to the sign code (Article 12) on Monday that delegate review authority for routine sign permits meeting the standards of the ordinance to city planning staff. The redline edits do not change dimensional standards; comprehensive sign plans and other exceptions will remain before the commission.

Staff said the change is intended to streamline the commission’s agenda and improve efficiency for applicants and staff. Under the adopted amendments, routine freestanding, wall and on‑site directional signs that meet the code will be approved administratively. The commission kept authority over comprehensive sign plans and, following a motion during the meeting, retained planning commission review for pylon (pole) signs; that amendment was adopted and made part of the recommendation.

Commissioners and staff discussed several policy details. Some commissioners emphasized the value of commission review when sign proposals affect building character or the streetscape, and asked that staff be prudent in using administrative authority. The commission also asked staff to clarify mural and public‑art treatments (members raised questions about whether painted murals are treated as signage or as public art and sought clearer guidance for future applicants).

After discussion and a friendly amendment to reserve pylon/pole sign approvals for the commission, the Planning Commission voted to recommend the ordinance amendment to City Council implementing the administrative delegation. Staff will update the code language before sending the ordinance to council and will prepare guidance for applicants clarifying murals and other public‑art considerations.
