Votes at a glance: Buckingham supervisors approve decommissioning agreement, recovery court MOU, budget calendar and other routine items

At its Jan. 13 meeting the Buckingham County Board of Supervisors approved a package of administrative and financial items. Most measures passed by unanimous votes and were routine follow-ups to earlier actions.

Decommissioning agreement: Staff presented a draft decommissioning agreement relating to Summit Ridge Energy and the Larry Davis property; the agreement requires a security bond, periodic (five‑year) bond reviews and a restoration standard. The county selected a third party to review the decommission plan; the company will reimburse review costs. A motion authorizing staff to finalize and sign the agreement on the county's behalf was made, seconded and approved by the board.

Recovery court MOU: The board approved a memorandum of understanding among Buckingham, Cumberland and Prince Edward counties to jointly operate an opioid recovery court. Prince Edward County will act as fiscal agent. The MOU and the program's budget will be subject to future budget approvals; the MOU does not obligate the county to long-term funding beyond normal budget processes.

Finance and sheriff items: The board adopted the 2025–26 budget calendar (minor scheduling change: April meeting will be the third Monday to accommodate legal advertising). The board approved sheriff's requests to move existing grant or reimbursement funds into specified sheriff budget lines for phones, equipment and overtime; one appropriation named $12,500 from a state reimbursement to vehicle/equipment line items. The board also approved a $12,500 heat equipment reimbursement appropriation for vehicle equipment, cameras and license-plate readers and authorized movement of Ecodash/TOC reimbursement funds to pay overtime for deputies as documented in the meeting packet.

County property and appointments: The board accepted three sealed bids for a 2001 Ford Excursion and approved awarding the vehicle to the highest bidder, Commercial Bus and Vehicle LLC, at $4,123. The board approved a slate of 20 board and committee appointments by a single motion, accepted a resignation from industry authority member Jimmy O'Brien and appointed Sandra Moss to the industrial authority.

Each motion on these items was recorded as passed during the Jan. 13 meeting; most were adopted by unanimous voice vote. Several items require routine follow-up steps (finalizing agreements, budget appropriations and administrative signatures).
