Supervisors schedule Feb. 10 public hearings on rezoning and special-use permits; approve a country store permit

At its Jan. 13 meeting the Buckingham County Board of Supervisors approved several planning actions: it granted a special-use permit for a proposed country store and event center, and it scheduled public hearings on Feb. 10 for a requested rezoning of part of the Industrial Park and two other special-use permit requests.
Planning staff introduced 24 SUP 350, an application from Stephanie and Shane Marshall to operate a country store and event center at 3323 Axdale Road in the James River magisterial district. The application sought up to 10 events per year with a maximum of 300 attendees, and unlimited events under 100 attendees. With no public speakers, a motion to approve the permit was made, seconded and approved by the board.
The board also considered a zoning map amendment request for portions of the Industrial Park at the board's direction. The proposal would rezone a 7.413-acre parcel to Village Center (VC-1) to permit the sale to Central Virginia Christian School; the planning commission recommended approval for that 7.413-acre site but unanimously recommended disapproval of rezoning the northern two-thirds of the industrial park. The board voted to hold a public hearing on the matter Feb. 10 at 6 p.m.
Two other cases were introduced and set for Feb. 10 public hearings: 24 SUP 351, a request by Deborah Blake for a private grass airstrip and hangar on a 68.99-acre parcel (planning commission recommended approval), and 24 SUP 352, a Gooden Family Trust application for a retail store with EV stations, glamping/dry campsites, trails and up to six events per year plus micro-events up to 250 attendees (planning commission recommended approval). The board voted to schedule public hearings for both cases on Feb. 10 at 6 p.m.
Planning staff noted the planning commission had held prior public hearings on these matters in December 2024 and provided its recommendations to the board for additional consideration.
