Allegheny County Council on Jan. 14, 2025 reestablished the year-end budget transfer committee, a standing, short-term panel that processes end-of-year budget transfer transactions.
Council member Paul Messina, sponsor of motion 13377-25, said the committee consists of the director of the Department of Budget and Finance, the controller, and the county budget manager. Messina said the committee "processes dozens of transactions" related to closing the county books and that the reestablishment allows council to approve a single resolution for year-end transfers rather than separate items as they arise. "The committee will cease to exist when the controller fully closes the county books for 2024," he said.
The motion to reestablish the committee was moved and seconded and carried. The clerk's record notes abstention by Councilman DeMarco; the motion was announced as carried on the floor.
