Lake County Council approves a bundle of line items, appropriations and appointments

The Lake County Council approved a series of budget adjustments, new line items and appointments across county departments and funds during a meeting that included roll-call votes, grant approvals and personnel-related budget changes.

Clerk overtime and transfer: The council voted to create a new overtime line item in the clerk’s budget and approve transfers from the general fund. The first motion created a new overtime line item for $50,000; a subsequent motion transferred $60,000 from the general fund from part-time to overtime to fund the line item. Both motions were approved by recorded roll call.

Courts and corrections: The council approved multiple revised 144 appropriations and transfers for Superior Court (including renewal of the Indiana Supreme Court FY2025 Adult Guardianship Services grant), Juvenile Court supplemental pay revisions for the Juvenile Mental Health Court and appropriations for juvenile detention and juvenile community corrections programs. The council created new line items, approved supplemental-pay amounts, and approved appropriations that together adjusted several court and juvenile-related funds.

CASA and capacity grants: The council approved longevity and capacity-building appropriations for CASA and approved reductions and reallocations in related grant funds per program staff requests.

Emergency management and Homeland Security: The council voted to create a new line item in an emergency local planning fund and approved an $18,000 appropriation for planning. The council also approved a Homeland Security grant appropriation of $50,000 for other equipment.

Economic development and convention funding: The council approved the creation of new line items and a combined appropriation from an ARP Home Fund for economic development (LCCEDE ARP Home Fund) totaling $2,197,879 for legal services, consultant fees and building and improvements.

Maryville fire truck and Lakeridge Fire: The council rescinded and replaced an earlier resolution to permit the county commissioners to purchase a Maryville Fire Protection District Ford F-750 Super Duty truck and approved an ordinance authorizing additional appropriations for the Lake Ridge Fire Protection District’s 2025 budget after a public hearing. The council also approved suspending rules and advancing final readings where indicated.

Mileage rate and other procedural votes: The council set the county mileage reimbursement rate for 2025 at 70¢ per mile and suspended rules as necessary to advance some measures on the same day.

Appointments and boards: The council confirmed multiple citizen and councilmatic appointments across the parks and recreation board, domestic violence review team, county plan commission, data processing board, insurance review board, child-abuse prevention council and economic development commissions for municipalities such as Hammond, Lake Station and Saint John.

Most budget and appropriation motions passed by unanimous roll-call votes where recorded; a small number of items were deferred for further discussion or scheduled for a future meeting. Several items were technical line-item creations, transfers or reductions requested by department staff and approved by the council.
