Finance committee moves four resolutions and personnel recommendations to full council

The Golf Manor Village Finance Committee on Jan. 14 referred several routine resolutions to the full council and made a personnel recommendation for consideration at the next council meeting.
Committee members moved Resolution 2025-1, which authorizes the village to request early tax advances from the county pursuant to ORC 321.34, to the full council. The measure was described by staff as a housekeeping authorization that allows the village to request tax advances if cash flow requires it; staff said the request itself is discretionary.
The committee also voted to move Resolution 2025-2, which would authorize advances to the village's DEA fund and support short-term liquidity for that fund. Staff said the measure would permit an advance of $42,500 to the DEA fund when needed and noted that the fund received an unusually large inflow late in 2024 (staff cited about $186,000 in receipts for 2024). The committee discussed that the DEA fund pays a once-yearly vehicle payment of about $22,000 and that the fund is subject to restrictive federal/state guidelines governing allowable uses.
Resolution 2025-3, described in the packet as providing for employment and compensation of legal counsel for the village, was also referred to full council. Committee members noted the charter calls for timing on this item; members discussed calling an executive session at full council for personnel matters related to compensation.
Separately, committee members debated a personnel motion recommending a 3% increase for the village administrator to the full council. Committee member David Fisher (recorded in committee notes) moved to recommend a 3% increase going forward, and the motion passed in committee. Members discussed a possible 6% alternative and whether any increase should be retroactive; the committee voted to forward a 3% recommendation while requesting clarity from the executive committee on any earlier recommendations and on retroactivity.
The committee voted to enter executive session to discuss personnel compensation matters following the public portion of the meeting; the executive-session motion was also approved at committee level.
