Program-of-studies changes: JROTC as PE, dance reclassified and New Horizons course removed

The School Board received a program-of-studies update on Jan. 13 that implements changes required or enabled by Virginia legislation and by New Horizons— revised course offerings.
JROTC and PE: Under House Bill 98 (enacted 2024), divisions may allow Junior Reserve Officers— Training Corps (JROTC) coursework to fulfill physical-education requirements. York County officials said they will allow JROTC 1 to continue to fulfill the Health and PE 9 requirement and will count JROTC 2 as fulfilling PE 10. Because the legislation does not replace the health requirement, the division will offer a semester Health 9 course and a Health 10/driver—s-ed semester for students who use JROTC to meet PE credits. The division assembled principals, counselors, JROTC instructors and instructional staff to design implementation.
Dance and fine arts: For students in the School of the Arts, the division said dance courses previously selectable as either fine-arts electives or physical-education electives will be reclassified to count only as fine-arts electives going forward; affected students would take health and PE courses separately.
New Horizons change: New Horizons notified the division it will remove the patient-care technician course from its course list for the coming year; the class had low or no enrollment in the pilot year.
Why it matters: The changes affect course sequencing, credit counting and where students take required health and PE instruction; the division said health classes for JROTC students will be offered at home schools rather than requiring travel to the two schools that host JROTC to reduce burden.
