During its organizational session on Jan. 14, 2025, the Tennessee Senate cleared several legislative and procedural items by unanimous or unanimous-consent action.
Senate bills 1 through 22 and 24 through 123 were passed on first consideration after Senator Johnson stated proper notice had been given and moved for passage under Senate Rule 32. The motions were adopted "without objection," and the motion to reconsider was tabled, placing those bills on the clerk’s desk for subsequent consideration.
Senate Joint Resolution 14 was introduced and adopted immediately after a suspension of the rules. Senator Johnson moved to suspend the rules for immediate introduction and adoption of SJR 14, Senator Actberry seconded, and the resolution was adopted by voice vote. The resolution calls for a joint convention to be held Wednesday, Jan. 15 at 9:30 a.m. for the election of the secretary of state and the state treasurer.
Senate joint resolutions 1 through 13 and Senate Resolution 1 were introduced, passed on first consideration and assigned to committees. The clerk recorded no house bills on first consideration and no senate bills on second consideration at that time.
Why it matters: Passing many bills on first consideration and scheduling a joint convention are routine organizational steps that place measures on the path for committee referral, second consideration, or, in the case of the joint convention, an immediate, constitutionally required election of statewide officers.
Action list (selected): - Passage on first consideration: Senate bills 1–22, 24–123 (moved by Senator Johnson; adopted without objection). - Suspension of rules and adoption of Senate Joint Resolution 14 (mover: Senator Johnson; seconder: Senator Actberry; adopted by voice vote). Joint convention scheduled for Jan. 15 at 9:30 a.m. - Introduction and first-consideration passage of Senate joint resolutions 1–13 and Senate Resolution 1; assigned to committees.
