Citizens Bond Oversight Committee reports Measure V/BB funds spent as authorized

Iris Savala, chair of the Measure B and Measure BB Citizens Bond Oversight Committee, told the Bassett Unified School Board the committee’s 2022–23 audited annual report and the 2023–24 expenditure and progress report show bond proceeds were spent only on voter-authorized school facility improvements.
“The committee advises that, to the best of our knowledge, during the 2022 and 2023 fiscal year, bonds were spent only on school facility improvements authorized by Measure V and Measure BB,” Savala said, adding that the committee met eight times between October 2022 and July 2024 and conducted meetings pursuant to the Brown Act.
Savala told the board the committee concluded the district was in compliance with Article 8A, section 1(b)(3) of the California Constitution, the provision governing the use of local general obligation bond proceeds for school facilities.
Superintendent and district staff were thanked for providing information and administrative support to committee members during their review, and copies of the committee’s reports were distributed with the meeting materials.
Board members did not record a formal acceptance vote in the meeting transcript provided; the presentation was delivered as the committee’s annual informational report to the board.
