City staff presented and transferred to the mayor an application to expand the Loveland South Community Entertainment District to include approximately 65 additional acres annexed into the city earlier this year. The step begins the multi-stage process required by the Ohio Division of Liquor Control to establish CED boundaries and enable creation of D-5J liquor licenses within the district.
City staff described CEDs as an economic-development tool that allows creation of additional liquor licenses limited to defined boundaries; licenses inside a CED do not affect school-district tax levies. Staff said the expansion could offer a savings for prospective restaurant or entertainment operators versus obtaining a transferred liquor license and that the city does not need to be a landowner within the proposed expansion to make the application. The mayor will make a recommendation and council must hold a public hearing within 30 days and act within 75 days of the mayor receiving the application.
Council discussed map continuity and topography; staff clarified the proposed boundary excludes certain high-ravine residential parcels and that the expanded CED would primarily benefit specific commercial parcels along the annexed area. No council vote was required to transfer the application to the mayor.
