Council approves one sewer reclassification, defers three other water/sewer map amendments

The Talbot County Council voted to adopt Resolution 365, which reclassifies two parcels on Ocean Gateway (tax map 25, parcel 56; 9802 and 9818 Ocean Gateway) from “unprogrammed” to W1S1 (immediate priority) on the county comprehensive water and sewer plan, following unanimous recommendations from the Public Works Advisory Board and the Planning Commission.
Ray Clark, county engineer, and Bryce Yelton from planning and zoning described the review process and said both advisory bodies recommended the map change. Zach Smith, the applicant’s representative, said the parcels were annexed into the Town of Easton in 2012 and zoned for commercial use; he said there is no definitive development plan yet but that any future development would follow town zoning and the town’s comprehensive plan.
The council voted aye to adopt Resolution 365.
On related matters the council heard three other comprehensive-plan amendment requests: - Resolution 366: An application by Corrigan and Trip Ventures LLC to remap parcels south of Dutchman’s Lane (tax map 30 4 parcels 128 and 175) to immediate priority W1S1. The Public Works Advisory Board recommended approval, but the county Planning Commission deferred action pending coordination with the Town of Easton on unit counts; the council deferred final action until the planning commission recommendation is available. - Resolution 367: An application by Kevin Mills (7510 Quaker Neck Road) to reclassify a roughly 4-acre parcel to S1 immediate priority. The Public Works Advisory Board deferred to gather additional environmental and mapping information and to consider a priority-area policy; the planning commission supported the advisory board’s deferral. The applicant testified in favor and said the sewer line runs close to the neighbor’s house and the timing is convenient because crews are preparing to install service on Quaker Neck. - Resolution 368: An application by Brian Haas for a 4502 Old Trap Road industrial parcel to receive W1S1 immediate priority and connect to the town of Trappe wastewater treatment plant. The Public Works Advisory Board raised questions about treatment-plant capacity and EDUs; the planning commission postponed action pending additional information from Trappe; the council deferred the item.
The council left Resolutions 366, 367 and 368 open to await planning commission or additional advisory-board information; staff said the planning commission will revisit items and the council could consider them as early as the Feb. 11 meeting if recommendations are provided.
