Spencer said the effort began with guidance from the League of Oregon Cities and the Oregon Municipal Handbook and drew on practices used in Florence, Keizer, Hillsboro and Oregon City. “This is an opportunity to take a step back,” Spencer told the council, summarizing staff’s review of committee charters, reporting practices, and recurring problems such as uneven meeting minutes, unclear powers and the occasional fundraising by volunteer groups.
