City staff outline timing for Grant, Grama and Fortis construction and other capital projects

Engineering staff updated the Board of Works on regional detention planning, Grant Street liquidated-damages work with INDOT, Grama Street Phase 2 RFQ responses, Fortis Street construction staging and closures, Witt Road environmental clearance timing, and other park and resurfacing projects.
Engineering staff told the Lebanon Board of Works on Jan. 13 that the city is moving several capital projects toward bidding or construction this year, contingent on funding and weather conditions.
Staff said they have requested proposals to prepare bidding, permitting and construction documents for a regional detention project; any work will be contingent on later funding decisions. Grant Street Phase 1 is essentially complete but staff said they are working with INDOT on potential liquidated damage claims that could allow the city to recoup part of about $393,000 the city temporarily paid out for the project.
Grama Street Phase 2 is proceeding toward construction: the city received 12 letters of interest for construction inspection services and expects to score proposals before making a recommendation; staff said they expect bids in July with utility relocations late next year and full construction in spring, targeting completion by August before school starts. Fortis Street work has slowed during winter; staff said the contractor will close the street to through traffic during active work but must maintain local access for residents. Witt Road’s environmental document is expected to be finalized and right-of-way engineering to begin in May, pending approvals. Noble Street remains in survey and funding-preparation stages.
Staff also reviewed smaller downtown facade and HVAC projects supported by the 180 makeover program and several park and trail items. The Big Four Trailhead contract has been awarded to Midwest Paving with early-summer completion planned; staff said they are evaluating lighting and porta-let enclosures at several park sites and awarded a railing fabrication contract for the Abner Longley Park ADA ramp.
Staff noted the city’s 2025 resurfacing program is underway with DC Construction as the contractor and that certain project timelines depend on weather and supplier schedules.
The board approved two related change orders for the Fordyce Road contract elsewhere on the agenda: a $13,897.47 increase to lower a water main (Lebanon Utilities to reimburse) and a roughly $14,000 decrease after a pavement cross-section revision brought asphalt costs down.
Engineering staff said they will return to the board and City Council later in the month with funding requests for several items described at the meeting.
