Arts Foundation leaders praise PAC collaborations; resident urges action on speeding along Hoyt Road

Three speakers representing local arts groups used public comment to urge continued support for arts collaboration and to highlight recent community events. Paul Ishee, identified himself as “president of the Arts Foundation of Federal Way,” told the committee the foundation is an all‑volunteer board of 11 members and said the group is exploring collaborative approaches with the PAC and the city to address funding instability, administrative burdens and equitable access to arts programs: “We’re a 100% all volunteer organization… addressing these challenges in a collaborative, multilateral approach… is really the way to go to ensure our community has access and resources to our cultural and social fabric here in Federal Way,” Ishee said.
Alan Smith and Karen Brigatto, both representing arts groups, described community reaction to the PAC’s winter festival and other outreach efforts. Brigatto, the new chair of the Arts Commission, reviewed the commission’s work plan and noted the Arts Commission’s budgeted actuals in the prior year and plans to expand the Arts Explosion event to add textile art and youth programming.
Separately, resident Ken Arnold said Hoyt Road, near his house, experiences regular speeding and crashes. Arnold described frequent high‑speed traffic, cited past accidents — including one he said resulted in a fatality — and asked the city to consider speed cameras, traffic calming islands and more enforcement; he said prior complaints to the mayor three years earlier yielded no response. “The traffic, they’re sometimes… going 70 miles an hour… the traffic is loud,” Arnold told the committee.
Committee members thanked the speakers and asked staff to follow up where appropriate: Arts work plans will be scheduled for commission and council review; council members asked public‑safety staff to note the Hoyt Road concerns and follow up on enforcement options.
