Spokane City Council voted to defer action on OPR 2025-0014, the CHHS board's eviction-prevention recommendation involving funding for a program called Transitions, until Jan. 27 to allow staff to determine whether the funds can be spent by the June 30 deadline.
Ariel Anderson, who briefed the council at staff's request, said the recommendation is being withheld "because there's some uncertainty there about the ability to, to spend out by that June 30 date, which, is critical, because those funds will not roll over." Anderson said staff were working with Transitions to set a meeting and clarify the spending path.
Council moved and seconded a motion to defer OPR 2025-0014 to Jan. 27; councilmembers indicated their approval with aye votes and no recorded noes or abstentions.
Why it matters: The council's deferral protects the city from authorizing allocations that cannot be spent before the grant or fiscal year deadline and that would therefore lapse. Staff said they will meet with the service provider (Transitions) to confirm a spend plan.
Next steps: Staff and Transitions to meet to determine whether the funds can be expended by June 30; council will revisit the recommendation at its Jan. 27 meeting.
