The Titusville City Council met Jan. 14 and took a series of routine and policy actions.
Key outcomes in brief: - Minutes for prior meetings were approved, including an amendment to the Dec. 3 minutes. - The council approved the consent agenda (items 8a'f) authorizing several contracts and purchases, including a memorandum of understanding for Scribe Bridge training, public works vehicle purchases, a boiler replacement at the police department, a water supply allocation permit for Lockheed Martin (42,250 gallons per day), continued operations and maintenance for the Space View Park algae system and renewal of the ESRI contract. - Ordinance No. 1-2025 (a code change reducing landscape yard requirements to facilitate multifamily infill on lots of 2 acres or less) passed on final reading after council discussion and a public hearing. - A small-scale comprehensive plan amendment (SSA 8-2024) to change a Barn Avenue property from low-density to medium-density residential and rezone it to R-3 was returned to the Planning & Zoning Commission for reconsideration; staff recommended the lower R-2 zoning if council approved the land-use change. The council voted to send the item back to P&Z for further consideration of a revised concept plan. - A separate small-scale amendment (SSA 12-2024, Sedgwick Avenue duplex request) completed first reading; the public hearing and second reading were set for the council's Jan. 28 meeting. - Council appointed Lily Galello as an alternate to the Space Coast Transportation Planning Organization Bicycle/Pedestrian/Trails advisory committee and confirmed pension board appointees Terry Tolbert (reappointment) and Stan Retz (confirmation by trustees). The Board of Adjustment & Appeals appointed John Green as a regular member and Kishana Wright and others remain as alternates.
Ending: Council directed staff to follow up on several items: to advertise and schedule the P&Z reconsideration for the Barn Avenue proposal, to provide the follow-up briefing on the Marketing Alliance contract, and to provide additional information on appointment rules and resident-preference language for boards and commissions.
