Committee members of the Del Norte County Measure R Oversight Committee reviewed the year-to-date financial report and a summary of obligated Measure R funds during their meeting.
The committee was told that fiscal-year revenue was projected at $1,700,000 while obligations on the books total about $2,396,000, a gap driven largely by capital project commitments. County staff said that when capital projects are excluded, operating expenditures align near the revenue projection and that an available fund balance — which staff estimated would remain above $3,000,000 — can be used for planned capital work.
Staff cautioned committee members that the meeting timing prevented closing December payroll, so the most recent payroll charges were not posted and will appear on the next report. Sierra Lopez provided the detailed spreadsheet that shows projections and current obligations; county staff said the revenue estimate was intentionally conservative.
Committee members asked whether obligated positions and wage adjustments were reflected in the year-to-date figures; staff confirmed the budget numbers include the 7.5 full-time-equivalent positions funded by Measure R and approved wage offsets. Staff said the spreadsheet uses current projections and that they will return with updated figures in the spring if projections change.
The discussion emphasized monitoring obligations to avoid overcommitting the Measure R fund and noted that some capital projects are intentionally funded from the balance rather than current-year revenue.
