Owasso board updates student handbooks and adds Title IX section to comply with OCR agreement

The Owasso Public Schools Board of Education approved edits to the 2024–25 student handbooks on Tuesday to implement changes required by a voluntary resolution agreement with the U.S. Department of Education's Office for Civil Rights (OCR).
Mister Korfic, who presented the handbook revisions, said the two OCR-mandated items added to each handbook are an updated notice of nondiscrimination and a dedicated Title IX section that lists the district employee serving as the Title IX coordinator, with name, office address, email and telephone number. "One item was...notice of nondiscrimination...the other item was notice of Title IX coordinator," Korfic said.
Why it matters: the handbook edits ensure that the district’s public-facing materials reflect the wording approved in the OCR resolution and that families and staff can readily find Title IX contact information. Korfic also said staff updated links in each handbook to point directly to the district policy cited in footnotes and that translated versions (Spanish and Hmong) will be posted once the updates are final.
Board action and policy work: board members approved the handbook edits by roll call. The board also approved edits to Policy 2.23 and conducted first readings of revisions to Policy 1.22 and a newly created Policy 1.22B that separates Title IX procedures into their own policy for clarity. Board members tabled a proposed rescission of Policy 1.45 until Policy 1.22 and 1.22B are formally adopted.
District officials said training will be scheduled for board members who may be involved in future Title IX decision reviews, in keeping with the policy language that those participating in Title IX processes receive training.
