Montgomery County Public Schools staff presented a proposed retention-bonus plan Jan. 14 for three turnaround elementary schools and said the money would come from state turnaround funds.
Principal Jimmy Baker, presenting on behalf of Chisholm, Dozier and Highland Gardens elementaries, said the plan is a short-term, targeted incentive tied to state funding. The proposal would offer bonuses for staff committing to return for the 2025-26 school year at the designated schools: $1,000 for employees with a bachelor's degree (including those enrolled in an approved teacher-preparation program), $1,500 for staff with a master's degree, $2,000 for staff with higher degrees or national board certification, and $500 for classified staff.
Baker said the funds would come from turnaround funds provided through the governor's office. He described eligibility and disbursement procedures: staff must complete onboarding, be in good standing and, if they accept the bonus, sign a written commitment to remain at their designated turnaround school for the 2025-26 school year. Baker said the bonus would be taxable income and that failure to fulfill the commitment or terminations would require repayment; the retention bonus would be deducted from a final paycheck if the recipient left or was terminated.
Board members asked questions and voiced concerns about the program design and broader staffing strategy. Dr. Lisa Keith said she supports retention incentives in principle but pressed for rigorous data and outcomes tied to bonuses, asking how the board would know whether bonuses led to improved instruction or student outcomes. Board member Claudia Mitchell and interim superintendent Wilson told the board that this presentation was "receive as information" and that the district had coordinated with state turnaround coordinators; staff will return to the board next month with a formal vote and additional details.
