Council approves remaining consent items, committee assignments; mayor recuses on one contract

The Thousand Oaks City Council on Jan. 14 approved the bulk of the consent calendar, adopted this year’s committee assignment list and handled a recusal on a separate consent item.
After several pull requests, the council voted to approve the balance of the consent calendar by roll call (Council member Adam, Engler, Gutierrez, Mayor Pro Tem Taylor and Mayor Newman recorded as voting yes). The clerk announced the motion passed.
Council then addressed several pulled items in sequence. Items 9E and 9F—construction awards for pump‑station fire‑hardening projects—were approved 5-0 (covered in a separate article).
On consent item 9I the mayor disclosed a conflict of interest, saying he is a shareholder in one of the companies named in the item and would recuse to avoid even the appearance of impropriety. Mayor Newman recused and stepped out; the council then voted on the item and the motion passed 4-0 with the mayor recused.
The council also adopted the city’s committee assignment list for 2025 and the staff recommendation that the action is exempt from the California Environmental Quality Act (CEQA). The motion as amended to include staff’s recommendation passed 5-0.
