New Freedom Borough Council on Jan. 15 ratified an earlier authorization to advertise proposed revisions to the borough code, moving specific park oversight language from the New Freedom Rec Council to borough authority and updating curfew timing language.
The council’s action formalized an advertisement authorization that counsel had approved months earlier and that general code had since revised. Borough Solicitor and staff presented the revised language, which changed references that previously identified the New Freedom Rec Council as the decision-maker for some park maintenance and program permissions to language vesting the borough with that authority.
Council members discussed a separate but related item about seating and the stormwater swale; Councilwoman Verner asked that a sentence in the draft minutes be removed because it inaccurately stated the council had determined no additional responsibility. Solicitor and council clarified the code edits do not remove the stormwater item from the agenda; the swale work remains under review until spring seeding is complete.
Council also reviewed curfew language in chapter 149 (Parks and Recreation) to confirm the ordinance distinguishes standard time (6 p.m.) and daylight‑saving time (9 p.m.) as the applicable start times for curfew enforcement. The council confirmed an updated signature page for the ordinance adoption documents.
After brief discussion, the council voted to ratify the advertising authorization. All present voted in favor.
