Council reorganizes leadership, approves salary, recorder and budget ordinances and several transfers

The Clinton County Council reorganized leadership and approved several ordinances and budget transfers during its Jan. 14 meeting.
Council members elected Alex president (a motion first made by Mike and seconded by Jeff) and unanimously approved Carol Price as vice president in a 6-0 vote. The council separately approved an ordinance allowing the recorder to use a portion of the recorder perpetuation fund for office expenses and deputy salaries, citing Indiana Code 36-2-7-10.2. That ordinance (2025-O-1) passed on a motion by Jeff, seconded by Mike, 6-0.
The council also approved the 2025 salary-and-wages ordinance—codifying hourly wages for positions adopted during the budget process—on a motion by Carol, seconded by Jeff, 6-0. In a separate vote the council adopted an additional-appropriations ordinance (2025-O-3) that cleaned up several budget lines and authorized discrete appropriations, including a $278,011 ambulance purchase to be paid from public-safety funds with reimbursement expected from Center Township, a $75,000 appropriation for a new drug-testing vendor (Abra Health), and other adjustments. Before adopting O-3 the council voted 6-0 to deny a surveyor request to treat a $327.60 vehicle-maintenance expense as a 2024 encumbrance; council members said they would handle that item through budget encumbrance procedures or the 2025 budget.
Councilors approved a package of transfers (6-0) that moved $9,244 for the wraparound program to cover part of a CASA employee salary, shifted the previously designated “shift supervisor/training coordinator” salary ($57,990.40) back into a plain shift-supervisor line in dispatch following a reorganization described by the dispatch director, and moved $2,988.36 to cover a Motorola maintenance fee in dispatch. A transfer to cover Wildcat Health’s December health invoice was executed earlier and reported to the council.
The council received the auditor’s financial and budget status reports as the official beginning balances for 2025.
