Calaveras board approves Eastern San Joaquin GSP amendment and five‑year evaluation

Lisa Medina, Environmental Management Agency director, explained during a public hearing on Jan. 14 that Calaveras County participates in the Eastside Groundwater Sustainability Agency (Eastside GSA), which covers a small portion of the county’s western area. The Eastside GSA joined other agencies in the Eastern San Joaquin Groundwater Authority to prepare a single Groundwater Sustainability Plan (GSP) for the Eastern San Joaquin Basin.
Medina said the original GSP was prepared in 2020 and approved by the California Department of Water Resources, with DWR setting expectations that must be addressed at the five‑year evaluation. The county’s approval on Jan. 14 covers an amended GSP and the 2024 five‑year periodic evaluation; once all member GSAs adopt the same documents, the authority will submit them to DWR for review. Medina said the documents are due to the Department of Water Resources by the end of the month.
Board members and staff discussed the county’s geographic role as an upper watershed contributor to downstream users and reiterated the need to protect local water rights while coordinating with partner agencies. The board closed the public hearing and adopted the resolution approving the revised GSP amendment and the five‑year evaluation.
Votes on both resolutions were unanimous. The county will forward the adopted documents to the Eastern San Joaquin Groundwater Authority for consolidated submission to the Department of Water Resources.
