Council approves CDBG amendment to finish Owl’s Nest supportive‑housing project

Dr. Schuyler (city staff) told council that City Council previously approved the annual action plan on Aug. 3, 2023 (resolution 23376), which awarded $79,899 to the Pinellas Affordable Living (Owl’s Nest) project for roof and handrail replacement at 1147–1205 16th Street North. After replacing the roof, $38,535.35 remained from that award—but increased construction material and labor costs left those remaining funds insufficient to complete the handrail replacements. The amendment transfers the additional funds from the city’s FY 23–24 undesignated CDBG balance into project award 81994 to complete the handrail work. A public notice of the amendment was published Dec. 4 in the Tampa Bay Times.
Jack Humbergh, chief operating officer for BOLI Centers (the parent corporation for Pinellas Affordable Living), spoke in support. He told council the Owl’s Nest provides permanent supportive housing for 20 extremely low‑income individuals with severe mental illness and thanked the city for the support.
Action: Council approved the CDBG amendment; clerk announced: “motion to pass Agenda Item J1 passes unanimously.” Council authorized the mayor or designee to submit the amendment to the U.S. Department of Housing and Urban Development (HUD) and to execute related documents.
