Council to close out long-completed IDOT projects; state requires resolution for 5th Street work

Council members discussed several resolutions (items 6–10) on Jan. 14 that would finalize paperwork for long-completed Illinois Department of Transportation projects and advance the 5th Street Road Project.
Public works staff member Mr. Landers said items 6 through 9 are closeout resolutions for projects completed years earlier and exist to reconcile accounts and appropriate additional Municipal Fuel Tax (MFT) funds that were paid beyond earlier appropriations. The items and amounts discussed included:
- Item 6: Section 94-0076-01-TL for $127,163.70 for construction of lighting improvements (described by staff as decorative downtown lighting). - Item 7: Section 98-0083-00-TL for $140,447.60 for traffic signals and Conley Road improvements, including interconnection near Zion Lutheran School Road. - Item 8: Section 00-0086-00-TL for $2,794.05 for traffic signal replacement and resurfacing. - Item 9: Section 02-00090-00RS for $196,558.18 for resurfacing various downtown streets.
Landers said the line items were from projects that began in the 1990s and 2000s and that the resolutions are bookkeeping steps to balance accounts and close project files with IDOT.
Separately, Mr. Hablet said the state of Illinois has required the council to pass a resolution before the 5th Street road construction may proceed to final approval. He said the document is a ‘‘bare bones resolution’’ in a format the state demands and that Hanson assisted with numbers and information used in the draft. The council placed the closeout resolutions and the 5th Street resolution on the regular agenda for a future meeting; no final construction authorization or additional funding was approved during the Jan. 14 committee session.
Council members asked clarifying questions about the age of the projects and whether funds were already spent; staff confirmed the projects had been completed in earlier years and the actions are administrative closeouts.
