City Council voted unanimously on Jan. 9 to authorize repairs at the Lake Vista Recreation Center after floodwater from a stormwater pond overflowed during Hurricane Milton and flooded portions of the facility.
Public works staff member Birjesh Preman told the council that emergency remediation began within two days after the storm and that SERVPRO and in‑house crews mitigated greater damage. Preman said there was no impact to HVAC, electrical systems or structural elements. The repair scope includes replacement of vinyl flooring that delaminated, replacement of carpet in designated rooms, removal and replacement of sheetrock up to approximately two feet where water intrusion occurred, trim work, painting, replacement of affected fixtures and cabinets. The gymnasium floor replacement is being handled as a separate project.
When asked about reopening, staff said the target substantial completion date is May 1, 2025. Councilmembers asked whether the damage was rain‑driven or wind‑driven; staff confirmed it was rain from Hurricane Milton and the stormwater pond overflow. Councilmembers discussed whether the pond’s design should be reviewed as part of the citywide stormwater master plan; staff said the pond is designed for a specified storm event and that Milton produced unusually high rainfall amounts.
Action: Council approved the repair authorization unanimously; clerk announced: “motion to approve agenda item F2 passes unanimously.”
