Millersville council approves hiring, zoning advertisements, contracts and routine appointments

The Millersville Borough Council on an omnibus series of motions approved hiring steps, zoning advertisements, routine reappointments, vendor contracts and several administrative actions during its January meeting.
The council voted to begin the Civil Service Commission hiring process for two police officer positions to fill a planned retirement and a recent resignation, restoring the department’s staffing by two positions. Council members also approved motions to advertise two zoning-related ordinances for public hearing: one to create a new use titled “community resource facility,” petitioned by Law Community Partnerships LLC, and another to amend the zoning ordinance to establish a green energy overlay district and a companion resolution to amend the comprehensive plan, petitioned by Student Lodging Incorporated.
In committee and consent actions the council approved the December financial reports and authorized staff to satisfy ordinary and routine obligations; reappointed Daniel Ziegler to the vacancy board (term to 12/31/25), Phil Westowsky to the Blue Rock Regional Fire Commission (term to 12/31/26) and Lauren Dissinger to the Park Commission (term end 12/31/27); and appointed Linda (last name not specified on the record) to represent the borough on the Central Lancaster UCC Board of Appeals.
The council approved a request to review a draft agreement implementing Act 49 of 2024 (police military service buyback) by forwarding the draft to the borough labor council and authorizing the borough manager to request an actuarial study from the borough pension administrator. The council also approved a request from a property owner in Manor Township to connect 58 South Duke Street to the Millersville Borough sewer system, conditioned on the usual follow-up filings with the Pennsylvania Public Utility Commission noted in the motion backup materials.
On public-works and management items, the council authorized advertising bid documents for the 2025 street paving program (Park Avenue and Circle Road were listed) and approved a resolution to include an escalator clause in bid documents to address material-cost volatility. The borough approved three software and services agreements budgeted in the current year: Prime Point LLC for payroll and timekeeping services, Nuda Billing (listed in the agenda backup as the chosen vendor) for utility-billing software, and Edmonds GovTech (sales order recorded) for permitting and accounting software.
Other committee motions moved forward: an ordinance amending parking regulations on East Frederick Street was sent to the solicitor for review and advertisement; the public-works committee approved forwarding a draft false-alarm ordinance and companion resolutions to the solicitor (see separate article for details); and the meeting adjourned following an executive-session call.
