Staff said the city initially expected to handle some tasks in-house but determined certain items required contractor work.
Maria Sarah told the council the overall project is an approximately $11 million undertaking with an engineer’s estimate of about $13 million; despite multiple change orders, staff said the project remains below the original estimate. Staff said the work is funded largely through a low-interest loan from the state Department of Health and that the Department has approved incorporating the change order into the loan costs. No council vote on the change order was recorded in the transcript; staff said approval will be brought forward in the regular contract-change process.
