Council to place multiple older infrastructure resolutions on regular agenda, including 1994 lighting reconciliation

Councilors voted to place several old project resolutions on the regular agenda so the city can reconcile records and, where necessary, appropriate additional funds to close out project accounts.

City staff said the measures are bookkeeping and closeout actions for projects that were completed in prior years. One resolution would appropriate $127,163.70 to reconcile lighting-improvement accounts for projects completed in 1994; staff explained the appropriation covers funds already paid above earlier authorized amounts so the accounting can be balanced and project sections closed.

Walt Landers, speaking about the lighting item, said the city is “appropriating the additional funds that were paid out above and beyond what was the first resolution was for just to balance out the accounts so they can close out the sections.” Council members confirmed the projects had already been paid for and that the city is cleaning up records.

Another item, listed as resolution section number 98-0083-00TL, carries an amount of $140,447.60 for installing traffic signals at intersections with Zion Lutheran School Road and for interconnecting signals and improving Conley Road; councilors said that item dates to 1998. A separate small-line item was described for surfacing various downtown streets in the amount of $2,794 (amount read from the record).

A staff member also told the council that “the powers that be at the state of Illinois have demanded that [this] resolution be passed” before final approvals for the 5th Street road construction could be issued. Councilors placed each of the listed items on the regular agenda; final votes and any formal appropriations will occur at a later meeting.

These agenda placements are procedural steps to allow formal consideration and any accounting adjustments at a future meeting.
