Bowlin Engineering representative Michael Nesbitt and ARC quality manager Richard Angel described the proposal as a new H‑1 classified facility that will support propellant production and research and development. Angel told the commission the package includes the building drawings and a letter from counsel; he said, “It is dated October 31, 2024.” That letter, he said, releases certain liabilities and was signed by attorneys for the parties.
Rosalie in codes and zoning told the commission she checked FEMA flood‑plain maps and that “this property is not in any type of flood zone.” Staff also noted that the State Fire Marshal’s Office and the International Building Code (IBC) set separation distances and other requirements for H‑class facilities; as one staff member explained, the fire marshal will review and require corrections during permitting.
Commissioner Heather moved to approve the site‑plan amendment pending confirmation from Tennessee Valley Authority (TVA) and Tennessee Central (4 Lakes) that no covenants would be breached; Commissioner David Thomas seconded. Commissioners voted to approve the amendment; the motion passed with one abstention (Mister Welch) while one commissioner recused due to a personal relationship with an ARC representative. Staff will accept documentation from Tennessee Central that the board is aware of TVA’s concerns; Rosalie will confirm the documentation and, if satisfactory, the approval will stand without returning to the commission.
The applicants said wastewater will be managed off‑site through a contractor; staff noted the parcel has been in use by ARC since 2016 and that the new building will use an added access road to reach a flatter location. The commission also heard that the project will undergo fire‑marshal and permitting review before any construction permits are issued.
