- PUD 23‑7 (130 Smith Lane) — Denied (3–2). - Resolution 2025‑002, Beverly’s Crossing (PSA 240002) — Approved. The board approved preliminary and final plat for a 16‑lot subdivision on ~14.4 acres at the intersection of E. Pinal Road and Pinal Church Road. Staff said the plat meets zoning/future land use requirements for a 1.1 unit/acre density with septic and well systems; the Planning Commission had unanimously recommended approval on Dec. 11, 2024.
- Rezoning rez24‑000010 (Thomas and Laurie Leonard, 126 Lake Como Point Road) — Approved. The board voted to change zoning from Agricultural Estates to Residential 1 (R‑1) for a 6.74‑acre parcel so the owners may replace an existing home consistent with R‑1 standards. Staff noted the parcel contains wetlands and is in FEMA Flood Zone A; septic and well systems apply.
- Resolution 2025‑003, vacate portion of West Bay Street (Palatka) — Approved. The board vacated a portion of West Bay Street where no active roadway exists; staff reported no county departments had a use for the strip and the property owner owns both abutting parcels. Public comment requested that a segment between Browning Avenue and Sycamore Avenue remain open for access to duplex tenants; staff confirmed the portion to be vacated would not impede access to those units.
- Hite Road culvert repair — Authorized. Commissioners unanimously authorized Public Works to solicit quotes and pursue procurement (including bid if required) for flowable‑fill repair and headwall reconstruction of an undermined 48‑inch culvert.
- Roddy Road crossing — Approved elimination (4–1). The board chose permanent removal of the Roddy Road crossing after staff documented failing concrete, exposed piping and undermining and presented cost comparisons between full replacement, slip‑lining, or elimination.
Context and next steps: For the approved plats, rezoning and vacate, staff will finalize plans, permits and record plats or ordinances. For public‑works repairs and the Roddy Road decision, Public Works will proceed with design, permitting and procurement steps and return with contract recommendations or bid results. Any action that affects private easements, deeded access or civil disputes (as raised in public comment) remains subject to separate civil litigation or private negotiations.
