County authorizes staff to seek contractors for repair of Hite Road culvert undermining

Putnam County public works reported that the cross culvert under Hite Road — the 48‑inch pipe that conveys flow from Two Mile Creek — has dropped about four feet after flashing boards failed. The drop caused undermining beneath the roadway and a void that threatens the road surface, staff said.
Public Works said it is awaiting a quote from a specialty contractor (Atlantic Pipe Services) to spin‑cast or otherwise rehabilitate the culvert and presented options that include flowable fill to fill the void, reestablish headwalls and full construction repair. Staff recommended obtaining contractor quotes and, if necessary, taking the work to public bid to perform a permanent repair and avoid loss of access on a road with limited ingress/egress.
Commissioners emphasized the safety consequence of leaving the pipe and roadway to fail and supported staff proceeding to get quotes and proceed toward procurement. A motion to allow staff to solicit and pursue construction work and contracting for flowable‑fill repair passed unanimously.
