ARPA implementation: county reports full obligation and $86M expended to date; subrecipient agreements underway

Oklahoma County’s Policy & Governance Committee received an update on American Rescue Plan Act (ARPA) and LATCF allocations: county staff reported full obligation of the total $154,992,206 and $86 million expended to date across 143 approved projects.
Why it matters: The county has completed allocations across public health, public sector capacity and negative economic-impact categories; staff emphasized compliance, subrecipient contracting and ongoing quarterly and annual reporting obligations to Treasury.
Danielle, the county ARPA coordinator, summarized the status: the county had obligated all ARPA/LATCF funds, set up subrecipient MOUs and collected EFT/vendor informations to execute payments. "You received that $154,000,000 in ARPA, and then you received a $100,000 in LATCF allocation. So in total, that was a $154,992,206 that has been fully obligated," she said. The report showed 96 projects fully expended, 13 projects expended >50%, 14 expended <50% and 20 projects with zero expenditures (largely new subrecipients signed in December).
Staff described current subrecipient steps: the county had executed around a dozen new MOUs and contract amendments; subrecipients must now submit detailed budgets, project descriptions, KPIs and risk assessments before the county finalizes each subrecipient agreement. Staff had sent reminders asking for expenditure data for quarterly reporting due to Treasury.
Action taken: The committee moved to receive the ARPA status report; the motion passed on voice vote. Staff will continue subrecipient onboarding, collect required documentation, conduct desk reviews and site visits as needed, and report quarterly and annually as required by Treasury.
Ending: The committee thanked the ARPA team for closing out obligations and starting implementation; staff will continue monitoring subrecipient compliance, perform site visits and prepare the next quarterly and annual reports.
