County solicits public input for HUD 2025–2030 consolidated plan; staff reports outreach and expenditure summary

Keri Harmon, director of Community Development and Housing, presented to the Board of Supervisors during a public hearing on the development of San Bernardino County’s U.S. Department of Housing and Urban Development (HUD) 2025–2030 consolidated plan and the 2025–2026 annual action plan.
What staff reported: Harmon said the consolidated plan and annual action plan are HUD funding application documents that identify and prioritize housing and community development needs and strategies for the county. She reported outreach that included a survey and 26 public meetings and events; the survey produced “over 1,600 responses,” the highest level of input for recent cycles, Harmon said. She summarized recent program expenditures: community development block grant (CDBG) spending of about $5.2 million, HOME program spending around $1.5 million, and just under $400,000 for Emergency Solutions Grants. Harmon said the county had returned to pre‑pandemic funding levels and had completed its COVID‑era CDBG and ESG spending.
Why it matters: The consolidated plan frames use of federal funds for affordable housing, infrastructure, public services and homelessness assistance in participating cities and unincorporated communities. Public input informs priorities and allocation decisions in the draft documents under development.
Public comment and next steps: County staff said project teams received input through surveys, meetings and partner channels and will draft the consolidated and annual action plans over the next two months. Staff will return to the board in March with a draft that incorporates public comments, present a final plan in April for approval, and submit the finalized plan to HUD in May. The board took public comment; no vote was required at the hearing.
