On a community request to regulate local shooting activity, county legal counsel reviewed a model ordinance and returned advice that efforts previously tried in Thurston County raise unintended legal and enforcement issues. The chairman summarized the counsel’s view: such matters often amount to neighbor disputes and “raise a lot of issues that you wouldn't expect,” and the board declined to pursue a local shooting ordinance at this time.
Department of Ecology: commissioners noted Ecology representatives will attend a workshop on Jan. 29 in person (representatives headquartered in Vancouver were named as likely attendees). The chair said Ecology will discuss shoreline and cleanup topics and staff have invited the Army Corps to join if available.
Roadside litter: commissioners and members of the public discussed the volume of litter along county roads. Staff and commissioners noted that modern volunteer cleanup programs require participant consent and that mandatory forced labor orders are not used; suggestions included adopt-a-highway signage and volunteer groups to help maintain medians and interchanges.
Fairgrounds equestrian arena: a citizen reported that a youth equestrian group (WASC) could not practice because the arena had not been dragged. Staff advised contacting the fairgrounds manager (Kim) and confirmed arena scheduling is busy; staff will follow up to clarify equipment availability and responsibilities for arena maintenance.
Other notes: a commissioner reported attending the Washington State Association of Counties legislative-review Zoom and relayed a proposed delivery surcharge on shipped packages being discussed at the state level.
