Planning committee updates comp plan work; Habitat withdraws from West 5th site, wetlands flagged for West 6th park discussion

Anacortes — City planning officials told the council Jan. 13 that work on the comprehensive-plan draft is progressing and that wetlands on a potential park site are likely to affect design and permitting for the planned West 6th Park.

Councilmember Moulton, reporting for the planning committee, said the planning commission has drafted goals and policies for the land-use, housing and transportation elements and is preparing goals for the capital facilities and utilities elements. She said those drafts have undergone public hearings and the process will include more public opportunities.

Mayor Miller and other council members asked about a separate but related open-space proposal for West 5th. Planning staff and committee members said Habitat for Humanity has found an alternate property better suited to its needs and has “walked away” from the West 5th site. Committee members said the West 5th site has wetlands that could complicate development and that public-works staff would be a better source for technical details.

Why this matters: Changes in where affordable-housing or park projects are sited can alter permitting timelines and grant eligibility. The presence of wetlands typically triggers review by state and federal agencies and can limit buildable area.

Next steps: The planning commission will continue drafting goals and policies; staff and public-works officials will provide technical briefing on the West 6th Park site and any wetland constraints at upcoming meetings. The Climate Action Team is scheduled to meet next day in council chambers and remains part of the planning-process outreach.
