Staff said roughly 3 percent of visually identified copper services checked in the field turned out to have lead components.
To address the extra work, trustees approved change orders for multiple project phases: a phase‑1 change order (amount not specified aloud in the meeting record but described in staff backup), phase‑2 change order to 5 Star Energy Services LLC for $359,605, phase‑3 change order to 5 Star Energy Services LLC for $266,300, and a change order for the 2024 Water Main Improvements project to Suburban General Construction, Inc. for $150,500.
Triclar told the board the Illinois Environmental Protection Agency has authorized approximately $700,000 in additional funding in the form of a 0% interest loan to cover the extra replacements; the village’s loan includes a 3% contingency. Staff said the approach taken—bundling projected additional services into the change orders—helps keep the original contractor pricing and avoids re‑bidding. Trustees approved each resolution by roll call.
Staff said about 100 more services remain projected for the year and that the change‑order quantities were projected to the end of the project rather than reflecting only the work completed to date.
