Anacortes council excuses member, confirms appointment and approves county aerial imagery contract

The Anacortes City Council on Jan. 13 voted to excuse Councilmember Cleland McGrath from the meeting, confirmed an appointment to the Anacortes Historic Preservation Board, approved its consent agenda and authorized an interlocal agreement with Skagit County to procure aerial imagery.

Councilmember Moulton moved to excuse Councilmember Cleland McGrath; Councilmember Young seconded the motion and the council said the motion carried. Later in the meeting Councilmember Fantini moved — and Councilmember Young seconded — to appoint Fletcher McLean to the Anacortes Historic Preservation Board for a three‑year term; the council approved the appointment by voice vote.

The council also approved the consent agenda (items 5 a, b and c) on a motion by Councilmember Moulton, seconded by Councilmember McDougall; the motion carried. In other business the council authorized an interlocal cooperative agreement with Skagit County for aerial photography and image licensing. Public Works Director Andy Rayum told the council the county coordinates a consortium that flies an airplane to capture tiled, high‑resolution imagery; the full two‑year license for the city under the consortium is $11,072, which Rayum said is substantially less than an independent contract would cost.

The interlocal agreement was approved after a motion by Councilmember McDougall and a second by Councilmember Fantini. The council conducted a roll‑call style vote recorded in the transcript as: Councilmember Young — yes; Councilmember Walters — yes; Councilmember Moulton — yes; Councilmember McDougall — yes; Miss Heavick — yes; Councilmember Fantini — yes. The mayor declared the motion carried.

No other formal legislative actions or ordinance adoptions were taken at the meeting.
