The Natchitoches Planning & Zoning Commission voted to approve a rezoning application to permit a short-term rental on a lot on the west side of Second Street in the city’s National Historic District, commissioners said during a special meeting.
The action clears the application to proceed to the next steps of the municipal process: the item will be introduced at the Jan. 27 meeting at 5 p.m. and will be voted on by the City Council on Feb. 10, 2025, according to remarks at the meeting.
Commission staff described the request as a rezoning from R2 to R1 with a special exception to allow operation of a short-term rental. The applicant, Malcolm Biles of 805 Smith Brook Road, Leesville, Louisiana, appeared and told the commission he had nothing to add to the director’s summary. Staff said the property is within the National Historic District. The director also reported that no responses were received to the 300-foot notification letters sent to nearby property owners.
A motion to approve the application was made by Claiborne and seconded by Anita Du Bois; the motion passed, with commissioners answering “aye” and no opposition recorded during the vocal roll call on the motion. Commissioners present earlier in the meeting included Bob Taylor, Anita Du Bois, Charles Whitehead III, Ivo Lewis, Michael Lewis, Ricky McAllister and Walter Johnson.
Commissioners and staff reminded the applicant that interested parties sometimes are allowed to speak at the introduction hearing if they cannot attend the council hearing; staff encouraged the applicant or a designee to attend the Jan. 27 meeting and sit in the rear if there is no comment. Staff also noted the commission’s next regular meeting is scheduled for Tuesday, Feb. 4, 2025.
Exhibit and filing details were listed as “Exhibit number 1” in the commission packet and the item was identified as being in Council District 4. The commission deferred approval of minutes and other old business to a future meeting.
The commission’s approval at this meeting was a formal action recorded on the public record; it does not itself enact the rezoning. The city council is scheduled to take final action on Feb. 10, 2025.
