Board holds public hearing and approves three resolutions to finance new elementary school; natatorium construction update given

The Greater Clark County School Board of Trustees completed a required public hearing on financing for a new elementary school and approved three resolutions that begin the formal process to issue bonds for the project on Dec. 10.
Nut graf: The three resolutions — the 1028 determination, a preliminary determination, and a reimbursement resolution — set funding parameters, establish maximum spending limits and anticipated impacts over a 10-year period, and permit interim expenditures to be reimbursed from future bond proceeds. The board president and district bond counsel presented the items; Matt Schumacher of Stifel and district attorney Alex Peterson were on hand for questions.
Board counsel described the resolutions as standard steps in the district's capital-financing process. "The 1st resolution called the 1028 determines where you will be paying for this and this will be coming from the debt service fund. 2nd resolution is called a preliminary determination... The 3rd resolution is called a reimbursement resolution," the presenter said. The board moved to adopt all three resolutions; the transcript records the board proceeding to approve them as presented.
Separately, the board heard a construction update on a district natatorium and on a new elementary school project. Chris Bingaman of the Hagerman Group and project staff showed drone footage and described recent milestones including foundation work, exterior panels arriving, structural components for bleachers and columns, completion of the soccer and baseball fields, and a planned pool "big pour" for the diving well. A contractor representative projected substantial panel installation by early-to-mid January and a target interior dry-in (roof on) later in winter, with the pool-deck and surrounding work following and an approximate late-summer target for some remaining exterior completion.
Ending: The resolutions allow the district to proceed with financing steps; the board did not adopt final bond terms at the meeting. Staff said they will continue monthly construction updates and coordinate safety and scheduling around on-site work.
