Mount Pleasant board approves comprehensive plan amendment and conditional-use permit; consent agenda approved

The Mount Pleasant Village Board on Jan. 13 approved an amendment to the multi-jurisdictional comprehensive plan and authorized a conditional use permit for a drive-thru at a Durand Avenue property. The consent agenda was also approved.
Ordinance 28-2024 (CPA 24-2), amending the transportation element of the regional comprehensive plan for 8626 Giddings Road to remove several proposed roadways per a finalized preliminary plat, was approved by roll call. The plan commission had recommended approval and village staff said the amendment is consistent with the comprehensive plan’s goals and compatible with surrounding land uses. Roll-call votes recorded Aye from Karas; Anastasio; Bhatia; Washburn; Ventrini; Doxey; and De Groot. The motion carried.
Resolution 25-2024 (CU24-4) granted a conditional-use permit for a drive-thru at 6035 Durand Avenue for a Tropical Smoothie tenant. The board opened and closed the public hearing with no speakers signed up; the plan commission had recommended approval and staff described the change as a minor tenant reactivation of a preexisting drive-thru site. Roll-call votes recorded Aye from Karas; Anastasio; (Batya/Bhatia recorded in roll-call transcript); Washburn; Venturini; Doxey; and De Groot. The motion carried.
The consent agenda was approved by voice vote after a motion and second; trustees verbally voted Aye and the chair declared the consent agenda approved. Trustee Nancy recused herself from item 4 on the consent agenda; the recusal was noted on the record.
No formal votes were taken on development-agreement items that were removed from the agenda.
